A personal view on ICRP – with respect and expect

 Japan is one of the countries which have concerned with ICRP from the time of birth, 1925.

 Japan is indebted to ICRP very much to establish her System of Radiation Protection, which was made actually at the time when it decided to commence “Peaceful Utilization of Atomic Energy”, and since then efforts have been continued to improve the performance of the system, mainly following the time-change of the surrounding conditions, and they were made referring recommendation issued from ICRP. So, the existence and activities of ICRP influenced to Japanese society significantly, more or less positively and negatively.

 The validity of the system turned out insufficient when the nuclear accident “1FND” occurred and we realized the necessity of reconstructing the system fundamentally. “1FND” was caused by the inadequate and insufficient countermeasures against rare frequent but gigantic natural disasters. System of radiation protection (RP) was designed and maintained upon the so-called “Safety Myth”, i.e. the belief “the nuke is always absolutely safe”.

 Post “3.11”, “Danger Myth”, the source of radiophobia, is rampant widely in Japan. Principle of “the less, the better” has been the basic philosophy adopted by the government to designate the system of radiation protection, and without doubt, it was influenced by the ALARA emphasized by ICRP.

 Thus, the expels of these two myths are urgent necessity to the country.
